Requirements change only through a numbered release — never by silently editing the live text. That is what lets a conformance claim point at an exact version and stay meaningful over time.
When you declare conformance, you declare it against a specific version. A later release never rewrites an earlier one: it supersedes it, with a changelog and — where a requirement is retired — a stated deprecation timeline, so nobody is stranded.
