This is the permanent citation anchor for version 1.0 of the F-ACT standard. This URL will not change. If the standard is revised, the next version will live at a new URL (e.g. /f-act/spec/v2), and this page will note the supersession without breaking existing references.

Five GUARD dimensions
Grant, Usage, Audit, Revocation, Data. Each dimension asks one question about an AI agent’s governance. An envelope that answers all five at a minimum reaches the GUARD 1 · Declared floor.
Four GUARD levels
No GUARD — Unattested (no envelope), GUARD 1 — Declared (document answers the questions), GUARD 2 — Enforced (policy blocks disallowed actions at runtime), GUARD 3 — Provable (tamper-evident evidence exists and is independently verifiable). GUARD 2 and GUARD 3 are runtime properties; a document can only declare them. In the machine-readable envelope these map to theconformanceTargetTier codes L0–L3.
Royalty-free pledge
The core claims behind the standard (Australian provisional application 2026900773, filed 2 February 2026, unexamined) are pledged on irrevocable, royalty-free, worldwide terms. Anyone may implement the standard without licence fees. The intended neutral steward is the Open Conformance Foundation (being established).

Versioning policy
Changes to the standard follow the change process. Minor clarifications (errata) are applied in place and noted in the changelog. Any change that alters conformance requirements gets a new version number and a new stable URL. Prior versions remain accessible indefinitely.
Honest status
The Open Conformance Foundation is being established (charter signing planned for 5 September 2026). Until the Foundation is a legal person, the core IP and standard are held by Society OS Pty Ltd under the irrevocable royalty-free pledge. The patent application is provisional and unexamined.
