What these vectors cover
These vectors test the static checks — whether an envelope’s JSON answers the right questions at each GUARD level. GUARD 1 checks are fully verified from the document. GUARD 2 and GUARD 3 checks confirm the declarations are present and well-formed, but they cannot prove runtime enforcement or provenance — that needs live evidence, and the conformance suite for the higher tiers is on the roadmap.
